RFP Opportunity - Colorado Land Use and Housing Legislation Implementation - Questions due Aug 26

The Colorado Department of Local Affairs (DOLA) is now requesting proposals from consultants to support implementation of several laws passed by the Colorado General Assembly in the 2024 legislative session. Questions on the request for proposals are due August 26 and final proposals are due September 11.

The three scopes of work in this request will cover a timeline for work between approximately October 2024 and March 2027, while at least one scope may conclude sooner, with an anticipated end date as early as December 2025. In many cases, the due dates in law dictate the due dates for deliverables in these scopes of work and will require expedited processes and work products for both the consultants and DOLA. 

Scopes of Work will include:

  • Planning for Housing - seeking experience in technical assistance, guidance materials, and best practices for housing, local government land use, and facilitation of stakeholder engagement

  • Compliance and Review - seeking land use code and compliance experts

  • Strategic Growth and Natural Lands Reports and Guidance for Comprehensive Plans - seeking a consultant team experienced in multi-stakeholder facilitation, scenario planning, data analysis and synthesis, strategic growth planning, and integrating natural resources and land use planning
