Job Description Summary

Provides strategic direction, plans, supervises, and coordinates the efforts of the Weld County Planning Department. Responsible for the development and implementation of the County's land use codes and regulations; collaborates with other affected departments or agencies in such development and implementation; formulates work programs, assigns, schedules and reviews the program of work; prepares and administers departmental budget. Provides highly responsible and technical staff assistance. Act as a technical advisor to the County Planning Commission and the Board of County Commissioners; appears before the Planning Commission, Board of County Commissioners, other county departments, public agencies, and civic organizations. Coordinates activities with other County departments and cultivates relationships with peers and outside agencies at the local, state, and national level.

Job Description

Department Strategic Vision Development and Implementation - 40%

  • Responsible for developing mission and goals of the Planning Department consistent with the Board of County Commissioners' mission and goals.

  • Evaluates the need for and develops plans and schedules for long-range community planning, infrastructure, and resource programs.

  • Plans, develops, and executes the county's building safety and construction inspection program.

  • Reviews and makes recommendations on zoning and subdivision matters heard by the Planning Commission and Board of County Commissioners.

  • Oversees the review of zoning inspections and takes appropriate action where violations occur, reviews reports of ordinance inspections.

Department Leadership - 40%

  • Directs and provides leadership for the Planning Department consistent with the County's Guiding Principles.

  • Exercises direct and indirect supervision over professional, technical, and clerical staff.

  • Collaborates with Department heads responsible for the direction, supervision, and coordination of professional community development, engineering, surveying, design and construction of roads, bridges, operation and maintenance of parks and open space.

  • Develops and manages the budget; reviews and approves expenditures. Engages in contract negotiations as needed.

  • Reviews monthly cost and revenue reports for departments within the service category.

  • Serves as a member of Weld County's senior management team; reviews and resolves internal issues; develops and implements strategic direction for the organization; attends County meetings to represent the division before the Board of Commissioners.

  • Assists the Office of Emergency Management in the execution of duties as needed to respond and recover from emergencies and disasters in Weld County.

  • Plans, organizes, assigns, directs, and reviews the activities of professional, technical, and clerical personnel engaged in the compilation, analysis, and interpretation of data, and preparing reports and recommendations affecting community planning, development, zoning, and construction activities.

  • Responsible for the selection, placement, promotion, training, development, discipline, and appraisal of departmental personnel. Will establish and execute department work performance policies and procedures.

Public and Interagency Representation - 20%

  • Acts as an official representative of the County in a professional manner with local, state, and national agencies and organizations.

  • Coordinates service category activities with outside agencies.

  • Cultivates relationships with peers in similar or related roles in other organizations at the local, state, and national level and exchanges best practice ideas to foster innovation and continuous process improvement within the service category and County organization.

  • Responds to the most difficult citizen complaints and requests for information.

Required Qualifications

Required Education

  • Bachelor's Degree with major coursework in Civil Engineering, Public Administration or a related field required and 10+ years increasingly responsible professional management experience, at least five (5) years of which shall have been in a supervisory or administrative capacity in local government. or

  • High School Diploma/GED and Fourteen (14) years of increasingly responsible professional management experience, at least five (5) years of which shall have been in a supervisory or administrative capacity in local government.

Preferred Education

  • Master's Degree with major coursework in Civil Engineering, Public Administration, Urban or Regional Planning, or a related field.

Skills and Abilities

  • Knowledge of comprehensive planning, zoning, and planning functions (High proficiency)

  • Extensive Land use planning knowledge, including technical understanding about how codes work, are applied and implemented. (High proficiency)

  • Politically astute and experience working directly with elected officials. Demonstrated, effective experience working collaboratively with community-based organizations and leading robust community engagement strategies. Ability to work closely with other departments to integrate planning into the policy and budgets of those departments. (High proficiency)

  • Ability to develop long range plans and programs and look for ways to proactively accomplish goals and objectives through planning, process improvement and innovation; knowledge and ability to develop, implement and manage a department business plan. (High proficiency)

  • Proficient use of Microsoft Office Suite (Medium proficiency)

  • Public speaking skills. (Medium proficiency)

  • Must have the ability to read, write, and speak English. (High proficiency)

  • Excellent understanding of project management principles. (High proficiency)

  • Ability to present financial information to County Officials and leaders in a logical and cohesive manner. (High proficiency)

Licenses and Certifications

  • Driver License, Valid and in State Upon Hire

  • Candidate must pass a criminal background check prior to employment start date. Required

  • Possession of a valid State of Colorado certificate of registration as a professional engineer. Preferred

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.

This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.
