GENERAL PURPOSE
Performs a variety of administrative, professional, supervisory and technical work in carrying out the planning, zoning, and building activities for the City of Riverton. Supervises enforcement of various zoning, building, plumbing, mechanical, electrical and construction codes. Implements and modifies City general plan, master plans and programs related to current and long-term planning and/or code compliance.
Essential Duties & Responsibilities
SUPERVISION RECEIVED
Works under the general guidance and direction of the City Administrator.
SUPERVISION EXERCISED
Exercises supervision over the Community Development Department, including but not limited to: Building Inspector, Permit Technician, Community Development Clerk, Engineering Technician, and Code Enforcement Officer; and is primary staff support for the Planning Commission, Board of Adjustment and Board of Appeals.
CONTACT WITH OTHERS
Internal and external customers including but not limited to: General public, contractors, engineers, developers, County officials, Department heads, supervisors, support staff from various departments, elected officials, and appointed members of various City Boards.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be assigned.
Plans, coordinates and provides overall direction for the activities of the Community Development Department. Serve as a member of the Senior Management Team tasked with implementing the goals and policies established by the governing body at the direction of the City Administrator. Gives and receives information at department head level of authority and responsibility. Develops and maintains the fiscal budget for the Department. Resolves complex and sensitive customer service issues either personally, by telephone, or in writing from a solution-based perspective. Attends all meetings of the City Council, Planning Commission, Board of Adjustment, and Board of Appeals. Performs the duties of building inspector, as required.
Provide leadership for community development staff including mentoring, training, communication and performance evaluations. Assists subordinates in performing duties; adjusts errors and addresses complaints. Directs, instructs, explains and counsels subordinate workers who carry out a variety of tasks; reviews and evaluates work performance.
Enforces and interprets a variety of codes and ordinances related to land-use, construction and zoning, including but not limited to the International Building Code, National Electric Code and the Riverton Municipal Code. Confers with contractors, architects and the public and advises them with regard to possible violations, takes appropriate enforcement action as necessary. Explains, interprets, and provides guidance regarding all applicable codes to architects, engineers, contractors, developers, and other interested parties. Develops and maintains subdivision regulations, land use plan, development codes and other applicable local laws. Answers questions regarding land use, planning operations, development code, building codes, requirements and the development subdivisions as well as zoning sections of the Riverton Municipal Code. Reviews, evaluates and supervises proposed development plans and specifications to insure that proposed projects comply with all appropriate rules, codes and requirements for development and construction within the City of Riverton. Researches problems and complaints regarding commercial and residential buildings, building construction, and code compliance. Responds to complex and development issues with an exceptional level of customer service. Reviews plats and plans for code conformance. Conducts inspections of building projects for compliance with building, plumbing, mechanical, electrical and construction codes and/or other ordinance requirements as needed. Applies valuations and permit costs for new projects based on codes, regulations, and policies.
Represents Community Development Department at a variety of meetings as necessary (Planning Commission, City Council, Board of Adjustment, Historic Preservation Commission, etc.) and makes recommendations for action to be taken. Prepares comprehensive reports or presentations on community development projects to various boards and commissions.
Directs and assists in the preparation, maintenance and revision of comprehensive land-use plans for the City, including community development, infrastructure planning and budgeting. Coordinates city map updates for all changes and improvements. Monitors land use for existing and future development projects, and recommends and administers policy changes to the City Administrator. Provide technical expertise for the development of and compliance with the City Master Plan. Reviews preliminary development proposals, site plans and maps, petitions for rezoning, special reviews, conditional use permits, annexation and subdivision maps and plans for conformance with City regulations. In cooperation with other governmental entities, creates, establishes, and monitors the addressing system for both new and existing buildings.
Provides for development and tracking of appropriate metrics associated with the activities of the Community Development Department and the City of Riverton as assigned. Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances, and local regulations. Prepares special reports and narratives and statistical reports as necessary.
Administers, the permitting function, including application, fee assessment, permit issuance, inspection, and occupancy. Coordinates plan reviews, inspections, and enforcement actions. Maintains complete and accurate records of approved plans.

QUALIFICATION RQUIREMENTS

Considerable knowledge of economic, geographic and demographic factors involved in municipal planning and community development; considerable knowledge of research methodology and statistics; considerable knowledge of construction techniques and specifications; considerable knowledge of applicable ordinance and codes; considerable knowledge of drafting principles and practices.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
Completion of college course work at the Bachelor's level in urban planning or closely related field, plus three to five years progressively responsible work experience as a planning director or similar work related experience; or any equivalent combination of education and experience. Other training and experience will be evaluated for relevance to assignment in this position.
Necessary Knowledge, Skills and Abilities:
Thorough knowledge of zoning, planning and land use.
Skill in the operation of GIS/CAD; skill in the operation of a computer
system, including word processing, spreadsheets and databases; skill in the application of common math using area, ratios, fractions, and metric systems.
Ability to establish and maintain effective working relationships with both
internal and external customers; ability to read and understand complicated
plans, blueprints, codes and regulations; ability to communicate effectively
orally and in writing.
Knowledge of International Building codes, electrical codes, and fire codes to a level necessary to affect oversight of the building inspector function of the City of Riverton.
CERTIFICATES, LICENSES AND REGISTRATIONS
AICP certification or ability to obtain within two years of hire is preferred. Must possess and maintain a valid Wyoming Driver's License and be insurable under the City's municipal automobile insurance policy.
TOOLS AND EQUIPMENT USED
General office equipment including, but not limited to: personal computer utilizing word processing and permitting software; motor vehicle; 10-key calculator, telephone, copy machine, fax machine, and Xerox (engineering) copier.
