 Over many years, the City of Mesquite (COM) has invested millions of dollars in transportation projects with the aid of federal, state and local funds. Building segments at a time, a few roadways have grown into an extensive transportation system that will serve the community’s long-term needs. The value of these transportation improvements is often not realized until entire systems are complete. Therefore, the Transportation Element of City of Mesquite Master Plan establishes goals and policies to not only guide decision making, but to make certain that prior investments are not wasted. And the Transportation Capital Improvements Plan (TCIP) evaluates the traffic capacity and operations of Mesquite’s transportation system to determine existing and future deficiencies, and then recommends short-term improvements to the collector and arterial street network.

 This study combines the update of the Transportation Element of the Master Plan and the Capital Improvement Plan. It should be noted at the outset, that Mesquite is already collecting a transportation impact fee on future development, so this study will re-evaluate and update those fees based upon the needed improvements to the system.

 The Transportation Element includes maps illustrating the existing and planned roadway, bikeway, and transit networks. The adopted map works in conjunction with the written plan’s goals, policies, and actions.
